Cargo Scoop as Standard

Awards cargo-only scoops to the player ship.
Overview
Free cargo scoops mean that the beginning player can scoop debris. However unlikely it may seem, one could now be a pirate or even a miner (Pulse Lasers will rarely splinter Asteroids but it can happen) right from the start.
You can't scoop fuel with them but should you accidentally jettison some cargo or be lucky enough to stumble across some salvage then the goods are yours.
Also, when you buy your first new important piece of equipment, there's now a chance that something rather less important might get damaged if you end up in a fight.
A small boost at the start of a career.

Gameplay and Balance Indicator
Not as useful as fully-fledged Fuel Scoops, but to get them for free at the start...
