Origin
This rash of anarchies sit across several trade routes restricting access to some of the inner parts of Sector2. Their presence facilitated the existence of the Qucedi Bottleneck and have cost countless traders their goods and their lives. By some quirk of fate the Citadels (and their fairly lawless neighbours) compound their effectiveness by wearing down any traders foolhardy enough to pass through them.
It is not uncommon for traders to have to jump through two or three lawless systems before getting any hope of respite from attack. The repeated physical onslaught and aggregated damage coupled with dwindling fuel supplies serve to limit a commanders options and increase the chance of them eventually loosing one of these harrowing encounters.
To blockade run in the citadel requires an iron ass and will to match.
