The Rock Hermit Locator is an add on Equipment for your Vessel, it adds a Rock Hermit option to the Advanced Space Compass. You need to already have bought the Advanced Space Compass!
It is especially useful for miners and traders to find those rocks since Rock Hermits are always in an asteroid field, and Rock Hermits have good prices on certain commodities. Hence the cost of an arm and four legs (bargaining available for species with less than four legs!).
