Cloaking Devices awarded prior to Oolite v1.7 cannot be repaired, so this OXP/OXZ allows a damaged Cloaking device to be repaired at TL 15 Worlds for 50,000Cr. This will allow your damaged Cloak to be replaced with a service exchange item.

Consult the Wiki or BB if you are not sure where this is.
